Determining HCP Coverage & Landowner Outreach

1. Awareness

County or Municipal Land Use Department becomes aware of potential habitat impacts.

2. Investigation

District and Land Use Department investigate whether activities are covered by HCP.

Path A: Covered

Activities are covered under the HCP.
Add impacts to annual impact report (Due Jan 31st).

Path B: Not Covered

Landowner notified activities aren't covered; instructed to call permitting agency (e.g., USACE).

3. Verification & Outreach

Landowner must confirm they contacted the relevant agency.
If Landowner Verifies Contact:
District lets USFWS know landowner contacted agency.
If No Contact (2 Weeks):
Step 1: District dispatches a letter.
Step 2: Final phone call is made.
Final Action: Refer to USFWS for investigation.
