Invitation to Bid - Purchase of Property

The District will receive sealed bids for the purchase of a residential property located at 5003 West County Road 7N, Del Norte, CO 81132.  The full invitation for bids is available here.

Subdistrict No. 1

The Board of Managers for Subdistrict No. 1 is implementing a rotational four year fallow program for sign up to begin in September 2017, and a deadline of October 31, 2017.  For more information please come by or call the district office.

Request for Proposal Remote- Remote Well Monitoring

The District is looking for a Company or Service Provider to provide, through lease or purchase, 30 Remote Monitoring Devices for Wells in our Unconfined Aquifer Storage Study Area. We will be placing a remote monitoring unit in each well. We will need the ability to talk to each well at our discretion and export data at least twice daily and transmit at least once per day. We will need each unit to have a battery life of at least 7 years and prefer to use Cellular Data transmission. The data would need to be transmitted to an online repository where we can then export the data in an MS Excel or .csv format. Subdistrict No. 2 Notices

The Board of Managers for Subdistrict No. 2 approved a proposed 2018 budget that will now be presented to the District Board of Directors for approval and inclusion in the District’s 2018 Budget. The District Board has not yet set the date of the 2018 Budget Hearing where this proposed budget will be reviewed and considered but the Budget Hearing will be noticed once officially set by the Board of Directors.  Click here to view the proposed budget.

The Subdistrict No. 2 Board of Managers have begun to draft a set of Rules and Regulations that will guide the operation of the Subdistrict once the Plan of Water Management is approved. This draft is for review only and is not approved by the Board of Managers as the final Rules and Regulations for Subdistrict No. 2. The Board of Managers intends to continue editing these Rules and this draft is for public review and comment only. The Subdistrict’s meeting agendas will identify when the Board will be considering edits to these Rules and also when they will be up for approval of the Board of Managers in the future. These Rules are not final until approved by the Board of Directors of the Rio Grande Water Conservation District. Click here to view the DRAFT Rules and Regulations.

Subdistrict No. 4 (San Luis Creek) Formation

The District's request for formation of Special Improvement District No. 4 (Subdistrict No. 4-San Luis Creek Response Area) was approved by Judge Patti Swift and the order creating the Subdistrict was signed on July 21, 2017.

Subdistrict No. 1 Amended Plan of Water Management

The State Engineer has issued approval for the Amended Plan of Water Management.  This approval covers the administrative revisions described below.  In the coming weeks the Board will hold a meeting to vote on implementing the Amended Plan of Water Management.  Notice for this meeting will be posted on this site when the date is set.  Click here to view the State Engineer's letter.

The Board of Managers for Subdistrict No. 1 have finished their work on drafting revisions to the Plan of Water Management and Appendices.  The revision have been completed in two parts; the first part addresses improving the efficiency of administering the Plan and the second part addresses changes to the budget based variable fee structure.  The revisions can be viewed by following the links below.  The District Board approved the changes on June 28th.  Please check the website periodically for notices regarding the process for revising the Plan of Water Management.

Determining if a Well is an Exempt Well

The Division of Water Resources has provided us with a guide to help determine if a well is exempt or not.  The permit or decree for the well is what needs to be checked against these criteria, as sometimes a well is being used in an exempt manner, but is permitted for non-exempt use.  Click here for DWR's flowchart.

Verification Testing and Installation of Totalizing Flow Meters on Can Pumps or Pivots 

Subdistrict #1 is requesting a verification test for totalizing flow meters installed on can pumps or center pivots utilizing surface water. If a meter is installed on water being pumped by a can pump from a reservoir or ditch system; please advise your tester to use the attached form by clicking here.  If the meter is installed on a pivot to measure both surface water and groundwater together please contact the Division of Water Resources to insure compliance.  Click here to read the letter submitted to all local well testers and  click here for a list of certified well testers
