Subdistrict No. 2

The DRAFT Plan of Water Management for Subdistrict No. 2 is available for review.  This document is a work -in-progress and the Board of Managers is in the process of working towards a final draft that can be presented to the Rio Grande Water Conservation District and the State Engineer in the near future.  If you have any comments regarding this draft, you may call the District office at 719-589-6301 and speak with Amber Pacheco or you can also send an email with your comments to amber@rgwcd.org and she will make sure your comments are relayed to the Board of Managers for consideration.  The draft can be viewed here.

Rio Grande Water Leaders Course

The application period for this year's Water Leaders Course is now open.  The course will be held at the District office from 6:00-9:00 p.m. March 27th through Friday March 31st.  Click here to view the flyer for the course and click here for the application.

Subdistrict #3 Board of Managers

The District’s request to the Conejos County District Court to form Special Improvement District No. 3 (Subdistrict #3) was approved by Judge Swift on January 13, 2017. The Judge will officially sign the order creating Subdistrict #3 on Monday, January 23, 2017, allowing the District time to contact one owner of a parcel of land that has changed ownership after the petition process.

The District is currently requesting letters of interest from Subdistrict members who are interested in serving on the Board of Managers for Subdistrict #3. Letters are being sent out by mail and e-mail to all Subdistrict #3 Landowners and all potential contract well owners. To serve on the Board of Managers you must meet the qualifications as set out in the Formation Petition: (1) be a Subdistrict well owner and must own land included in the Subdistrict or be a designated representative of a landowner with land in the Subdistrict; or (2) be the owner of a well for which a letter of intent to contract with Subdistrict #3 has been provided to the Rio Grande Water Conservation District and be an owner of land that is included in Subdistrict #3 or a representative of such owner. A representative of an owner is limited to a full-time employee of the landowner who is specifically charged with the management and operation of the entity. If you are interested in volunteering to serve on the Board of Managers for Subdistrict #3, please submit a letter of interest which defines your qualifications to serve on the Board of Managers to Cleave Simpson at 8805 Independence Way Alamosa, CO 81101 or by e-mail to cleave@rgwcd.org. You may also fax your letter to (719) 992-2026. Letters of interest are due to the Rio Grande Water Conservation District by February 22, 2017.

Determining if a Well is an Exempt Well

The Division of Water Resources has provided us with a guide to help determine if a well is exempt or not.  The permit or decree for the well is what needs to be checked against these criteria, as sometimes a well is being used in an exempt manner, but is permitted for non-exempt use.  Click here for DWR's flowchart.

Verification Testing and Installation of Totalizing Flow Meters on Can Pumps or Pivots 

Subdistrict #1 is requesting a verification test for totalizing flow meters installed on can pumps or center pivots utilizing surface water. If a meter is installed on water being pumped by a can pump from a reservoir or ditch system; please advise your tester to use the attached form by clicking here.  If the meter is installed on a pivot to measure both surface water and groundwater together please contact the Division of Water Resources to insure compliance.  Click here to read the letter submitted to all local well testers and  click here for a list of certified well testers
