Subdistrict No. 4 was recognized as a legal entity on July 21st, 2017.
Subdistrict No. 4 officially formed as a legal entity on July 21, 2017. The Subdistrict No. 4 Board of Managers has completed the process of detailing the Plan of Water Management approved in February 5, 2020 and then presented to the Board of Directors of the District and approved the Plan in February 24, 2020. The Plan was then submitted to the State Engineer on February 26, 2020. The State Engineer issued his approval of the Plan on March 13, 2020 .
The Subdistrict's preliminary Annual Replacement Plan is due annually to the State Engineers Office by March 1. Subdistrict No. 4 is now remedying injurious stream depletions occurring on the San Luis and Crestone Creeks.
If you own surface water rights on San Luis Creek or Crestone Creek, the Subdistrict would like the opportunity to discuss forbearance agreements with you. In a forbearance agreement the surface water owner allows the Subdistrict to remedy the injurious stream depletions other than by providing water and you are still asked to divert all the water you are legally entitled to. The Board of Managers has approved a proposed 2023 Budget to be included in the District’s preliminary 2023 Budget. This budget is only proposed at this time and is subject to change if better information can be obtained in regards to the Subdistrict’s operational needs for 2023. The District will hold a Budget Hearing later this year to approve the final 2023 Budget. Notice will be published ahead of that meeting to include both the time and place the hearing will be held.
